[PaQSO] Changes to PAQSO Party rules

KISS! Keep It Simple Silly!

Adopt a version of the rules that is like other contest. ARRL, CQ, other State Parties, this is will give the software writers a break.

Points
1 Voice Contacts
2 CW contacts (3 points for 80 and 160 CW)

Drop the digital it doesn't seem to fit in the party with other digital contests going on. It really should be a separate contest.

Keep the rest the same except adopt the current Canadian sections.

This is just my two cents.
