It's quite simple.  Count the number of times you let someone work a 
station on "your" frequency and multiply by 200 (limit of four times).

How do you keep track of the QSOs while you're mobile?

The bonus points would be for giving someone the opportunity to work an 
unworked county, not relinquishing the frequency.  And buddy-buddy 
pre-arranged requests would be considered unsportsmanlike.  If someone 
wants to cheat, it's easy to do, but then again there's other ways to 
cheat as well.
