How so?  Here's the line that you add on the entry form or logging program:

"Number of times you let a station work an "unworked county" (limit 4) 
_______ X 200 = ________ (add to your final score)"

Unless the IRS is running the Party now, this doesn't have to be 
complicated.  The software authors surely can accommodate this....if we 
let them know a couple months ahead of time.
