Didn't we have this discussion last year ?  In my humble opinion, Mike, KB3EIA is the Chairman of the Qso Party. He should take the questions into consideration, sit down with other members of the Rule Making group now. After the new rules are made, then publish them for next year with the understanding that there is no "ANDs,Ifs, or Buts " about it ! !  If you do not want to play by the rules , then go elsewhere...
