[PaQSO] CL Rules?

IMHO, KB3EIA, (and some others) are right..........you're on the county 
line or you're not on the county line. 

If you want to work a "tri" or "quad" county line, you have to get to 
"that spot". Just because it's on the side of a 5000 foot cliff where 
rattle snakes live, you can't say "well, I'm as close as I can safely 
get". 

If  you want to work a "dual" county line, there are, at a minimum, 121 
such possibilities. And they are, in most cases, many miles long, so 
finding a "safe" spot should be possible in most instances.

Spin it any way you want......unsafe......rules unclear.....whatever. If 
you can't or won't make a (sometimes difficult) effort to be "right 
there", then don't claim it.

That's what I think.....
