[PaQSO] CL Rules?

Who and why would a station have said this?
 
If it was a home station, he was probably good naturedly ribbing you on a  
"close but no cigar" multiplier.
 
If it was a mobile station, might he have been saying "stick around for a  
bit to work me in the next county".
 
Was he claiming he was on a county line?  From what was said here, it  didn't 
sound like it.
 
If he was a mobile claiming to be on a county line, why?  He would  only get 
one qso with you. If he wasn't claiming the line, he could work you two  
times, once from each county.
