[PaQSO] Mobile Windows

We learned doing both KB3CO/M in 2003 and W3UU/M in 2004 that the mobile
window wasn't much use. We'd basically find a frequency and hope we
wouldn't get cut off at the knees. If we did, we'd find another
frequency. We managed.
The real problem is that it's the mobiles who'll more likely than not go to
the "good" counties that everyone wants/needs. If there's a window, you
can check that periodically. Without a window, it's hit or miss for those
needing the last few counties.
