[PaQSO] Slow speed code

Interesting comment about giving more points for slow
speed code.  That would be really hard to enforce.  We
would have to have a speed cop like they do going into
the pits at NASCAR.  Send too fast in the slow area and
you have to sit on the sidelines for 10 minutes!

I myself like to crank out the CW contacts at about 26
WPM.  On occasion someone will send a QRS and
I gladly crank it back to whatever speed they sent the
QRS at.  I usually send their information twice to make
sure they get it.  Every extra contact counts at any
speed.
