I've not done that with my voice keyer but I can say I've done that on CW.
Needed a cup of coffee, hit the F1 key, with "AUTO REPEAT" turned on, ran to
the coffee pot, poured coffee, ran back to the operating position, and used
only 2 CQ cycles. I do that very, very seldom, and am always relieved when
no one answers the first CQ.
Regarding the voice keyer/AGC recovery issue. My Kenwood TS940 recovers
very quickly, due mostly to the fact I have the AGC set to "Fast", and have
rarely missed someone answering my call because of it. Something that does
happen, however, is when I am making the recording, and don't hit the
"Enter" key quick enough at the end of my recording process, that inserts a
bit of a "dead spot delay" and I might miss the first letter of someone
answering. Easily corrected by re-recording the message and being quicker
on the "Enter" key. I will say, however, if someone tries to start calling
CQ on the frequency I'm currently using, I'll hit the voice keyer much
quicker, just as a bit of a reminder that someone else is already on
frequency.
Long answer to say I rarely run into the voice keyer who doesn't leave
sufficient time for me to at least dump in my call, phonetically or
non-phonetically, whatever it takes.

Hehe, I was attempting to QSO with a person that was
obviously using a voice keyer. I'd answer him, but he was well into
his next "CQ contest" when I let up on the footswitch.
I wonder if maybe he had to use the "facilities" and was
using the voice keyer to hold the frequency? 8^)
