There is a category SO2R (single op, 2 radios).  Till this category is 
differentiated, in PAQP rules, from regular single op (as it is in some 'tests) IT 
IS SINGLE OP.  It's a very difficult kind of operation.  Try it, you'll see 
what I mean.

Capable of being moved and operated with an on-vehicle antenna is the normal 
contest criteria (As opposed to having the coax from the 3-el quad in the 
backyard hooked to the IC-706 under the dashboard).  So if I operate from my 
driveway, or a hilltop overlook, or an anchored sailboat in Lake Erie, always using 
an antenna mounted on the vehicle, I think I'm mobile. (All other things 
being equal, mobile antennas, being smaller than full size, have less radiational 
efficiency)  If I stop at that hilltop overlook and throw up a dipole--then 
I'm either portable, or a Rover, or cheating.  However, if I have a 26' 
Butternut Vertical on the stern of that Lake Erie sailboat and I can move the boat 
with that antenna in place--I say I'm mobile!  

    I've never seen a rule in any contest which requires that all mobile 
QSO's be made only while in motion.  For a single op without driver, that would be 
kind of dangerous, wouldn't it?

That's how I read and understand the rules.
