What if the contest structure provided 2 (or 3) pts/QSO for QSO's on 20 
meters (or 20~10)?   That scoring would definately encourge PA ops to use those 
band and would make the often slower QSO rate worthwhile.

Right now, both scoring and activity level make 40 (day) / 75~80 (night) the 
places to be.  I've often moved off a busy 40 meters to look for mults on 20, 
or 10 (almost never find PAQP activity on 15).  Sometimes the move is good, 
more often it's a waste of time.  

The problem with a bonus is:  what it 100 Twenty-Meter QSO's are worth 5000 
bonus points and I can only find and work 77 stations on 20.  I've increased 
activity on 20, gotten some new mults, but no bonus.  Maybe I don't go there 
next year.  The higher point value would reward everybody--from the super 
stations to the QRP/backpack guy who works 47 total Q's.  

The big guns, with effective beams on upper HF, would probably benefit more 
than the wire antenna stations.  And the contest would get more like CAQP & 
NEQP with less activity on 40, more on 20~10.

Something to talk about . . . till October.
