[PaQSO] I am confused relative to VE Multipliers

CY9 and CY0 are still on the DXCC list as separate entities from Canada. If
I worked one of them during PAQP, I'd log them as DX.
RAC Sections and Canadian provinces aren't necessarily the same thing, just
as USA states and ARRL Sections aren't necessarily the same. The RAC web
site (http://www.rac.ca/racfoo.htm) lists 8 Sections. They are Alberta,
British Columbia, Manitoba, Maritimes (includes more than 1 province),
Newfoundland, Ontario, Quebec, and Saskatchewan.
The ARRL November Sweepstakes mults are the 8 RAC Sections plus VE8/VY1.
I agree with Bud that the PAQP multiplier rule is confusing as it now reads.
If you add up the ARRL Sections (71), RAC Sections (8), PA Counties (67),
and 1 DX, the sum isn't 152.
Personally, I don't care which they choose (RAC Sections or Canadian
administrative areas), but I hope NARC will deal with this soon, so the
software authors will have ample time to revise their multiplier lists
accordingly.
