[PaQSO] I am confused relative to VE Multipliers

Bud,
This is getting to be a real point of confusion; there was a big argument on
it over on CQ Contest a few weeks ago.
I believe the Canadian multipliers have remained unchanged since the days
when there was no RAC, only the Canadian Division of the ARRL. At that
time, the mults where the Canadian call areas (VE1 - VE8, VO1, & VO2, -- no
VY1 yet, YT was still part of NWT, and I don't remember if the two VO's
counted together or separately, I think it was separate) which almost (but
not quite) corresponded with the Canadian Sections (I don't think the old
VE8 was a section by itself, though I could be wrong! And I'm not going up
into the attic to search through 25 year old QST's when it's this cold up
there!).
Since then, we've had the old NWT VE8 split into first VY1 Yukon Territory,
and now Nunavut VY0, plus VY2 and VE9 assigned to provinces that used to be
just VE1, amongst other changes. To say nothing of the ARRL Canadian
Division becoming the independant CRRL and then merging with CARF to for
RAC...
Since you've brought it up, I think it should be addressed, It sounds like
a simple administrative task to be clarified for next year's test! (Just
what Chuck needed, another headache!)
And here's a thought for you: If a DXpedition ever operated from CY9 or CY0
during the Pa QSO Party, which section would they be in? (Personally, since
they're special administrative areas and not part of a province -- that's
why they qualified for DXCC under the old rules -- I'd say they go in as DX,
but you never know...)

Can you help me resolve my confusion relative to Canadian multipliers. The
contest rules (reference 1) indicate that there are 152 multipliers. I
believe this breaks down as follows:
67 Counties
71 ARRL sections
13 RAC sections (this is the confusing part)
1 DX
152 Total
The rules say RAC sections, but there are only 8 sections defined by RAC
(refrence 2). I therefore believe that the 13 multipliers are really meant
to be the 10 provinces and 3 territories that represent administrative
divisions within Canada.
According to the CIA World Fact Book (reference 3), the 13 admininstrative
divisions in Canada are as follows: Alberta, British Columbia, Manitoba, New
Brunswick, Newfoundland and Labrador, Northwest Territories*, Nova Scotia,
Nunavut*, Ontario, Prince Edward Island, Quebec, Saskatchewan, Yukon
Territory. (The * indicates a territory.)
I was surprised by this, as I had assumed for many years that Newfoundland
and Labrador were separate mults, and that Nunavut was not a multiplier. I
now believe that this was a bad assumption based on the rules.
Can you confirm or correct my intepretation?
