[PaQSO] I am confused relative to VE Multipliers

I'm helping check some logs for the PA QSO party and the check sheet that 
Chuck gave us has:

NS
PEI
VE2
VE3
VE4
VE5
VE6
VE7
VE8
VO2
YUK

As the multipliers. There are 13. He can give you the details.
