It's a Q signal well known to those of us who operated CW traffic nets, or 
those who work the WAE (worked all Europe) contest.  In WAE, stations can 
send a list of up to 10 previously worked stations {& some contact info.}  to 
another station for point credit.  

As far as I know, WAE is the only contest which incorporates this feature
