In an off-list response, Blair, K3YD, asked if I had brought 
this to the attention of the Contest Committee.  I did ask 
them about it at the time the results were issued.  The 
response I received indicated that out-of-state CW entries 
were indeed scored with in-state entries.  Blair also 
cautioned about not flooding the Committee with a lot of 
complaints.  I am definitely sensitive to this.  Volunteer 
operations are tenuous things, usually over-worked and 
under-appreciated.  But, for future contests I think it makes 
a good deal of sense to score in-state and out-of-state CW 
entries separately.  If you don't, there's precious little 
incentive for an out-of-stater to enter in the CW category.  
Your chances of winning are close to nil.
