Greg,

Sounds like you  have the txdelay setting or txhang set too long.  It would
probably be a good idea to pull the backup battery and reset all the
parameters.. If the tnc is very old the battery should be replaced anyway.

I am glad to see some new interest in packet.. I might just dust of a tnc or
two myself..
