[Packet] APRS and Digi's

To be a relay station (and probably ALL APRS stations should) its only
necessary to set the alias to RELAY or WIDE (depending on what the local
APRS Guru wishes) and to enable digipeat in the TNC options. Then keep
the radio and TNC turned on and connected to an antenna.

I don't know about APRS-PlusSA.
