I believe we DO have a secondary allocation for 60 m, which means we
have to essentially stay out of the way of those with primary
allocations. If we hear someone else (not an amateur) we must
immediately cease operations. If we're asked to clear out by a primary
user (not a ham) we must comply. On some field projects I've been on,
the project has had secondary allocations for VHF frequencies (the
primaries were railroads) and some of the project participants failed to
respect these rules. The FCC did, in fact contact the project Principal
Investigators (by phone that day) and threatened sanctions if we didn't
heed the limitations.
