It was in all the papers when we got the band ~20 years ago:

Power was upped and one channel changed ~10 years ago when modes other
than SSB were also permitted ... but still secondary. Just like we
are secondary on 30 m. Ans the top 1/3 of 40 m. And 630 and 2200 m.
And most bands above 219 MHz ...
