Bernie had a long article on the IRC changeover in the  DX column a few mos 
ago.
 
The current IRC's do indeed expire at the end of Dec.  I've talked with some 
guys who hv only been offered postage or the cash  equivalent. From what I 
understand in effect they are getting .39 per  IRC.
 
My postmistress is allowing me to exchange the old for  the new on a one for 
one basis. 
 
If you find your local PO will only exchange them for  .39 I'll be happy to 
see if I can exchange them for you here and see if I can  get you the same deal 
I got.
 
Bill Simpson NY5A will be here Tues to change out a  section of hardline, 
install a couple of Slippnot's and do some other minor twr  wrk. So hopefully 
I'll be in the hunt for the VU7 (sounds like a movie I may hv  seen) in a couple 
days.
