You can download chirp for free from chirp.danplanet.com, works on a ton of radios. If you need a USB cable, I have one you can borrow. If you're not wanting to install the program, I have a little laptop with it on there you can use too.

If you read the radio with CHIRP, you edit in CHIRP (you can import .csv files into CHIRP) and then write to the radio. Do you have the USB cable for the radio?
