Thanks for posting this, Ben. It's an excellent example of what many hams
have to contend with. Parts of that provision don't even make sense, and
parts of it *may* be at odds with a 1996 FCC ruling on over-the-air
reception devices (known in plain English as satellite dishes). Of course I
must admit I'm not a communications lawyer and don't even play one on TV!

Organized opposition to H.R. 4969 is arising, and some of what the opponents
are saying to Congressmen is not true. These distortions are being rebutted
by the ARRL. It's still very important for members of Congress to hear from
the individual hams in their districts that this bill, which is about simple
fairness, is important to us.
