Thanks for sending this out.  When Brenda and I decided to build a house in 2008, the developments we looked at that were actively building all had HOA restrictions.  I thought you might like to see the language used in our community's rules pertaining to amateur radio:

"14. Radio, hand radio, shortwave or electronic transmission, approved as to location, or reception of any kind shall not be permitted on any Lot without written permission of Developer or the Board of Directors, which may be denied for any reason whatsoever. Exterior radio or television antennas shall not be installed without prior written approval of the ACC.  No satellite dish exceeding 24" in diameter shall be permitted on any Lot and any such dish of permitted size must be located in the rear of the house."

Fortunately, I operate a "ham" radio instead of a "hand" radio, my immediate neighbors don't seem to mind the vertical I placed behind the house (although one of them thought it was a weather station), and the current HOA is pretty relaxed and hasn't given me any trouble so far.  But I certainly understand the need for legislation, as it has become very difficult find a house in a newer development without an HOA.

This is not partisan legislation. It's all about fairness. It's meant to allow hams who live in deed restricted communities to get the same opportunity to work out a way to have antennas as those of us who live where land use is regulated by municipal zoning.

Next week I'm going to Washington and one of the offices I expect to pay a call on is that of Rep. Morgan Griffith, whose district includes most of the area NRVARC club members live in. I am going to ask him to become a co-sponsor of the bill. Deed restrictions may not be a huge problem in our area now, but as the area builds up, you can bet your boots that new developments will forbid antennas.

Please go to the ARRL web site and learn about this legislation. Then if you can see your way fit to do so, please go to Rep. Griffith's own site at morgangriffith.house.gov, and click on "Contact Me."

There you can get the phone number for his Christiansburg office and make a phone call urging him to become a co-sponsor. Or you can send him an e-mail asking the same thing. Please be sure to state the correct reference to the bill (H.R. 4969) and tell him that this legislation is important to you as an amateur radio licensee who lives in his district.

Postal mail is not the best way to go because letters can take months to get to the Congressman (scanning for toxins takes a long time), and we don't have months. Petitions have little effect. Congressmen want to hear from individual voters.

If you have a personal relationship with the Congressman, I would appreciate knowing about it if you might be able and willing to meet with him in person in the district during the August recess.
