[NLRS] 200, 70, 23 cm WSPR running

Thanks for all the suggestions!
Since everything appeared to be configured properly, I finally just closed
WSJT-X and started it again, and now both 'Test CAT' and 'Tune' put the
radio into TX !
I'm going to ensure that the level is set properly and then disable TX for
the night.  It's transmitting on 2m at the moment
