[NLRS] 200, 70, 23 cm WSPR running

Give me a few hours this morning to see if I can figure out how to get my 2/432/1296 WSPR working.   This may require higher math than I know .....

 Hey Aaron,

I am hopping along with you on 2m, 70cm and 23cm now.  Doesn't look like you
have heard me on 70cm or 23cm yet.

I see someone on 70cm but they are too low in freq, outside the 1500 Hz
passband for WSPR to decode.

Rig here is heavily modified FT-736R, phase locked to GPSDO so I think I
am pretty good on frequency and stability at this end.

I did copy W7WXR from EN16nu (at -26) on 2mm 14:24 UTC
