[NLRS] GPS and roving

I use a Raspberry Pi 3 with a GPS attached to it. The pi is an NTP server,
and also has my rover-friendly APRS software (database plus web front-end)
so I can watch for 2m openings even without an internet connection.
It's not the cheapest solution and the APRS code needs a big overhaul, but
it works for me.
