[NLRS] Spotting page available for contest or general propagation reporting

The spotting page that we tried out in the June contest is available
anytime, and I would like to encourage people to use it for general daily
reporting of beacons, daily skeds or whatever. The page is at:

Rovers using SMS text messages will find improved access, with your data
going directly into the spreadsheet rather than in a crawler on the side.
Go to the the page right now and use the form to map your cell phone number
to your callsign. Send your texts to 612-440-SPOT (612-440-7768), and use
the format:
CALL FREQUENCY GRID [add'l info]
Please feel free to check it out and send test messages to see how it
works. Also note that there is now a little clickable "COLLAPSE" below the
instructions, so you can get rid of the instructions and clear space if you
are working with a small screen. Any suggestions to make the page more
friendly are welcome.
The UHF Contest has the same wide-open spotting rules as in June, so please
make use of these tools and help to generate more contacts!
