I have never found a US number I could not call using an outbound VoIP
provider. And that includes when I ran a 6 node customer support system that
covered MN to KS that had 10s of thousands of customers.
In my current job I can extend that statement to many countries in NA, SA, EU,
middle east and Asia Pacific. The reason it works is that at some point the
VoIP carrier dumps the call into the PSTN, which will take the call to any
number in the world. But watch out doing VoIP calls to cell numbers in some
foreign countries, as they can charge lots (like 10 to 100 times as much as
normal calls) for that depending on the carrier type you are dealing with. And
then there's calls to sat phones. I think that rate was a couple dollars per
minute.
