[NLRS] Final days for CSVHFS "States Above" 2008-2009

Jim didn't mention this but he ALSO needs your detail with some 
time BEFORE the conference so he can compile them and determine 
WHO this (fiscal) year's Top "States Above Getter" is!

I'm thinking NO LATER than the 15th (of July), IF you want to be 
eligible for the awards presented AT the Conference so Jim has 
time to get everything together but he can "adjust" that date as 
he feels appropriate.
