[NLRS] Wesslund Award

Hey, I second that motion!  It would be nice to know who has gotten the 
award so the same person doesn't get it over and over...AND...it would 
show the winners how much us folks in the background really do 
appreciate what they have done for the good of the group by being 
forever honored on the website!!!
