[NLRS] Boonton 103D problem

The Pavek Museum has a Boonton 103D AM/FM generator with a problem.
Range is 0.125 to 175 MHz in several bands.

1.  No book or schematic - we would like to borrow same for a few days

2.  The 103 breaks into spurious oscillation if the output level is raised too far.
It is incapable of reaching its rated 20 mW output.  This behavior varies by band.

It uses a 2-stage, broadband bipolar output amp.  I'm not sure if its config or parameters
are changed by the band selected.

While the amp is a separate board, it is soldered in place.

All the shielding, grounding and connectors have been checked.

Short of getting the manual, any suggestions as to a plan of attack would be welcome.
