[NLRS] 1296 is working

Thanks to Bill, John, and Mike for testing with me today..... 1296 is on 
the air in EN25ue.

I have a few station integration activities to take care of (CW Keyer is 
in progress right now) but I will be on the air with 50, 144, 222,432, 
1296 for the January event. It should be a full time event here in EN25.

902 is should be on the air for the summer events in 2008.
