[NLRS] Mixer Conversion Loss

In a brief nutshell, what exactly is "conversion loss" in, for example, 
a Doubly Balanced Mixer module from Minicircuits such as a TUF-1MH+ ??
Spec for this mixer says conversion loss (typical) of ~5.5 dB at ~144 
MHz.  This mixer uses +13 dBm of LO which I have available.  So, if I 
inject the IF (28 MHz) at 0 dBm at the mixer's IF pin, what would I 
expect out at 144 MHz at the RF pin? Perhaps -5.5 dBM???  Or, does the 
LO power come into play in figuring the RF output?  I'm re-designing 
(updating) a very old design 28-144 transverter that I built over 10 
years ago (basically, I'll be using the original LO module and building 
new mixers and PA).
