Just curious what others think about this.

I personally think there is too much emphasis on devoting large portions 
of the band to FM repeaters...

That said, I sent a comment to them to the effect that we as transverter 
users typically only have access to 4 MHz of the band (902-906) and 
can't utilize repeaters at all since they are typically set up for 12 
MHz offset between input and output.  Going to 25 MHz splits (as they 
propose) will only exacerbate that problem.  I suggested leaving the 
902-906 portion of the band to weak signal, digital and FM simplex, 
basically per the existing ARRL band plan.  I also suggested that maybe 
there could be a few FM repeater pairs with something such as a 2 MHz 
split so that the typical transverter user could use a repeater.  Maybe 
this is not technically feasible to have such a small split?

As a final note, since they are in the EPA, SNJ area, it won't affect us 
directly unless other groups (in OUR area) follow their lead.
