Jon,
That's UHF Television, channel 39 would be from 620-626 MHz, but I
don't see any assignments in the Twin Cities area to that channel.
Closest is Channel 41, KPXM, which does have channel 40 assigned as
it's digital but the closest energy from that (if they are even active
on their digital channel) should be above 626 MHz. The KPXM
transmitter should be up in Big Lake so I believe that's farther from
you than the cluster of towers up by Shoreview.
