Maybe it is one of those rabbit devices that  re-broadcast tv
from a vcr or dvd player to other tv's in your house. Tune  a
tv to channel 40 on an out side antenna and see what
you hear. Sounds  like a fox hunt, you may need some
attenuator to make antenna directional at  that close
range.
