[NLRS] States Above "Contest" - Rovers

Pick pick pick.

    The States above Rules (in parts dealing with
Rovers) are as follows..nothing more, nothing less:

"New as of 2001/2002: Rover category. 
Rovers may combine states worked from multiple
locations. 


1.  Refer to the ARRL rules for WAS awards for any
issue not specifically covered by these rules. In case
of a conflict, the rules in this document shall take
precedence. 

4.  An applicant may submit entries from multiple
locations or combine them into one Rover entry. "


Note this plain and simple English as in point #4
above...This I am guessing is to give those of us who
may work out of 2 or more locations (as in my case
from EN44, EN43, & EN55 when I go to those areas
outside my home QTH)  These rules are specific to the
States above awards which in point #1 would overrule
the ARRL "Rover" description as is pointed out in the
previous post below as it is "specifically covered" by
the States above rules.  This is how I had interpreted
them, as well as others I have talked to have
interpreted them.  Plain and simple:  For THIS award,
a Rover is someone who has made contacts from various
locations.  Flame away...but it reads this way to me.
