[NLRS] States Above "Contest" - Rovers

Bruce and all,

I hope there is *some* restriction beyond "anything a rover wants it to 
mean" for States Above as I, personally, have tried to follow what I believe 
are reasonable criteria and maintain the 'spirit' of what is intended for 
the "Rover" mode of operation.

To John T's prior e-mail which spurred Bruce's reply - The "Rules" 
(available at http://www.csvhfs.org/states/CSTSTrules.HTML) note that the 
Rover category was "New as of 2001/2002:" and do give some criteria about 
rover operation "Rovers may combine states worked from multiple locations.".

As noted in the write-up for 2004-2005 that you (Bruce) authored and 
included with my certificate (and I again thank you, Bruce, for your effort 
in supporting this award), I included contacts from where I "caught an 
opening in my driveway." While this was not included in the write-up, I 
*was* using my rover set-up when I made those contacts even though I was in 
my driveway...antennas mounted on my Rover vehicle and using power supplied 
from the vehicle. Since one of the "rules" (#1) specifies that one should 
"Refer to the ARRL rules for WAS awards for any issue not specifically 
covered by these rules. ...", it only seems fair and approrpiate that the 
ARRL Rules for what defines a Rover should be a basis for what is accepted 
as far as equipment set-up (even though THAT is *not* specifically written).

For example, someone using fixed/non-mobile antennas installed at different 
QTHs should not be able to submit as a rover (even though Rule #4, when read 
by itself, seems to suggest that one could do that.) The non-numbered 
description of "Location" in the rules, "For Single-Op and Multi-Op 
categories all contacts must be made from a station located entirely within 
a single 500 meter circle." seems to provide such restriction for that 
possibility. However, said station certainly should be able to submit 
separate "Single-Op" entires for each of the locations.

Hi John:

Yes, rover category for States Above is anything a rover wants it to mean.
But it was a way for a guy who worked states "not" from home to get some
recognition.
