[NLRS] Last 100' of BPL?

FRom what Ive read in the Xcel company newsletter, it doesnt look like 
Xcel has any intrest in BPL at this time. They are concentrating on the 
core business, which is electricity. Ill try and keep the group up to 
date on this subject as it comes up.
