As some recent notes to the reflector suggest, the business case for private
industry to deploy  BPL is not necessarily all that strong.....however, the
City of Anoka is considering the deployment of a municipal operated system.
This changes the business case  significantly (and it likely can be proved
in) with public financing, no permitting and easement costs, no ROI to
investors, no joint use fees, high density geography, and leverage of city
owned billing, maintenance, existing aerial lift trucks, other vehicles,
experienced employees, office space and other  fixed overhead costs.
