[NLRS] W0AMT/R and the September NLRS Challenge

The W0AMT Rover will be on for September.  My initial plan is to work from the
Southern grid corners at Sheldon and New Hampton, IA.  They are inside the NLRS
service area.  Not sure where else I will go but I will stay inside service
area.
