[NLRS] ACSB repeater - long

Hi all!

Just a sidenote here about 146.46 mhz... Locally we have a repeater here
with pretty good range on 147.06 mhz with a call of VE3YQT... This repeater
has been around for along time. The problem is that it doesn't follow
standard offset practice and it's input is 146.46 !...  So if you are going
around the lake especially in the U.P of Michigan. your conversations can
trip the repeater...
