[NLRS] 10GHz regional alert list

The idea is not to hide what's going on - it's purpose is a FAST ALERT
when conditions look good. I don't know about you, but I certainly don't
want every post to the NLRS list being sent to my pager.
That is its purpose. There is no reason to not send a message to the NLRS
list as well. Just please don't include the email address of the pager
list too!
