[NLRS] 10GHz regional alert list

Why not keep those posts on the NLRS list? Why hide them? Hiding them
makes them faster for the participants and hides the activity from
inspiring others to make the plunge, make the gear or purchase the gear
to join in. Hiding them seems to me to be a poor idea.
