[NLRS] Bylaws Change!

'Morning Steve,
If someone in LaCrosse (or anywhere else in the NLRS "service area", for
that matter) wants their score counted in a different club, AND they belong
to that club, AND they are located in that club's service area, they SUBMIT
THEIR SCORE to that club.  Just because they happen to live in the NLRS area
does NOT mean their score counts for NLRS!  Obviously, if they don't belong
to NLRS, etc.

It _might_ be possible to shift the 175 mi circle to include Fargo, ND; but
also including La Crosse might be tough.  HOWEVER, we loose two of the three
corners in Iowa, and some of the NW Iowa area.  I my opinion, NOT a good
trade off.  If I may ask, what's the reasoning behind moving to include
Fargo ?  Do we have potential members there ?
