[NJARC] Newsletters should be free

The club has always hovered around 200 members, after fairly quickly
ramping up to that level in our first year. That's a healthy number by any
standards but I've always wondered why we seemed to level off there. I seem
to recall that the New England Club hit around 800 members, at least for a
while, back in its heyday. I think a couple of other clubs also have or had
significantly more members than we do. And yeah, we do have an
exceptionally good club, so I've never been able to figure out why that's
so.
