Mike,
You make a good point -- but it's not shill bidding.
To me, shill bidding is when the seller -- or someone conspiring with the seller -- intentionally drives the price up, but has no interest in winning the item. They are simply trying to obtain a higher selling price.
I think the BEST way may be to use ebay as a reference (looking at completed auctions for same or similar items), and use that information to determine the Fair Market Value of a high-end item. Then discount that by the proposed 20%, and offer it to the membership.
This is the best of both worlds -- we use ebay as a reference to determine the FMV, and we offer the item to members *without* putting it on ebay, and dealing with all that overhead (read: bulls--t).
