>From my perspective it would only be legal if the NJARC member won. Since
the NJARC member knows that he will be entitled to a discount he can
effectively bid higher than his competition. So, let's say there is an item
up there where it is expected to go for around $1000. The NJARC member can
safely bid $1000 as he will then get it for $800. However, if someone wants
it real bad and throw in a bid of $1200, then they will have to pay $1025.
So, the NJARC bidder drove up the price as without his bid, the other guy
could have won it for a lot less. That is essentially shill bidding and
usually frowned on. - Mike
