The Idea of a Youth program may be fine , but I disagre with your proposals. 
First I think that kid was a shill bidder for his adult compatriates. Are you 
suggesting he be allowed to take 3 items for free such as the Emerson wood 
radio? Dividing a bid by ones age only makes it advantagious to us old guys. 
Pretty soon I'll get stuff for a penny on the dollar. I am sure that there was one 
radio (Zenith) that the bidding stopped so we could "let the kid have it."
